RA 11469 Bayanihan to Heal as One Act


I was looking at any provision that might be related to mental health but found none. It is good though that the government recognizes WHO as source of information and best practices. Good thing WHO look into holistic health not only physical but also mental health.

Below are some of the powers vested on the president to deal and address in relation to COVID-19 contained in RA  RA 11469 or the Bayanihan to Heal as One Act

- recognition of WHO guidelines and best practices on COVID-19
- expedite and streamline the accreditation of testing kits and facilitate prompt testing by public and designated institutions of PUIs and PUMs, cost of treatment shall be covered by PhilHealth
- Emergency subsidy to around 18 million low income households
- 5,000 minimum and 8,000 maximum a month for 2 months (computed based on the prevailing regional minimum wage rate - take into consideration current conditional cash transfer program in the computation of subsidy)
- COVID-19 special risk allowance for all public health workers
- PhilHealth shoulder all medical expenses of public and private health workers in case of exposure to COVID-19
- 100,000 pesos compensation to public and private health workers who may contract COVID-19 infection while in line of duty
- 1,000,000 to those who die (retroactive as of February 1, 2020)
- LGUs are acting within the letter and spirit of all the rules and regulations and directives issued by the National Government
- measures to protect people from hoarding, profiteering, injurious speculations, etc.
- donation not delayed
- procurement of health related goods
- hazard duty pay for frontliners in the Human Resources for Health
- hiring on temporary basis of Human Resources for Health
- regulated transport/traffic
- alternative working arrangements
- prioritize budget augmentation
- 30-day grace period for payment of loans - credit cards, SSS, GSIS, Pag-ibig
- 30-day grace period on residential rents
- implement an expanded and enhances 4Ps (Pantawid Pamilya Pilipino Program)
- in effect for 3 months (unless extended)
- Penalties for hoarders, profiteers, manipulation of prices,fake news/false information,scams. phishing, fraudulent emails : 2 months imprisonment, fine of 10K and not more than 1M or both

Filipino Psychologists and their Opinion on Death Penalty

With the recent media pronouncements made by presumptive President Duterte that  he will revive death penalty, we also would like to get the opinion of Filipino Psychology graduate and practitioners on the issue through this online facebook survey.

The Catholic Church and the Commission on Human Rights when interviewed voiced out their dissenting opinion on the issue.

Death penalty is up for revival, so we would also like to know the opinion of Filipino Psychologists.
